Richard Bateson


Senior Vice President - Camelot


Richard joined Camelot in 2001 to set up and manage EuroMillions, which successfully launched in 2004 and has grown to become one of the world’s largest lottery games. Richard later joined Camelot’s sister company, Camelot Global, where he was Senior Vice President of Sales and Marketing, and was integral in securing a five-year consultancy contract with the Arkansas Scholarship Lottery. Richard re-joined the UK business in 2017 as Commercial Director and was appointed to his current role in April 2018. In this role, Richard is responsible for developing relationships with Camelot’s existing partners – such as the EuroMillions community – and for establishing new partnerships with other leading lotteries around the world.

Ludovico Calvi


President - Global Lottery Monitoring System

Since June 2015 he is a Member of the Global Lottery Monitoring System Executive Committee and since June 2017 elected President with vast majority. GLMS is the state lotteries’ mutualized monitoring system on sports betting aiming at detecting and analyzing suspicious betting activities that could question the integrity of a sport competition. Ludovico contributed to extend GLMS membership base to 29 members in 4 continents and 27 countries making GLMS a true global organization with operational hubs in Copenhagen and Hong Kong. Ludovico has sealed key partnerships and co-operations with Gaming Regulators, Law Enforcement Agencies, Sport Federations and related Sports Integrity Units worldwide.

Since May 2015 he is also a Member of the American Gaming Association Sport Betting Task Force. The American Gaming Association (AGA) is the premier US national trade group and its members include commercial and tribal casino operators, suppliers and other entities affiliated with the gaming industry.

In December 2006 until May 2016 Head of Betting and since 2009 on the Board of Directors of Lottomatica Betting Ltd (an IGT Plc Italian subsidiary), an Italian leading licensed gaming operator across multiple segments and products, acting as CEO from 2009 to 2016 and as Board Director from 2016 until today. Ludovico, in this position, created from scratch a brand new and profitable division within the group, in a very competitive betting market environment, held total responsibility for profit achieved on all betting products, delivered the fastest start up in the history of European sports betting operations in relation to network and turnover magnitude.

From May 2013 Ludovico held the position of Vice President, Product Marketing Betting heading GTECH Plc Betting Division across all regions while maintaining his role as Head of the Italian Betting Business serving all segments of the betting industry: as an operator in the retail and digital space in Italy, as a technology partner delivering B2B and B2B2C solutions that include trading management and operational services to commercial and lottery customers worldwide.

From April 2015 until August 2017, Ludovico held the position of Senior Vice President Global Product Marketing Betting at International Game Technology (IGT), following its acquisition by GTECH Plc and becoming the Global Leader in B2B Gaming (products, software and services) with operations around the globe in all gaming industry segments and products. In these positions, Ludovico executed the first integrated betting group business and product strategic planning cycle, designed and promoted IGT Betting products, roadmaps and services with customized turnkey solutions worldwide: Betfred, Paddy Power, Sporting Bet, Stan James, Boyles Sports (Ireland-UK), Loterie Nationale De Belgique (Belgium), Singapore Pools (Singapore), OPAP (Greece) Lottomatica (Italy), Szerencsejáték Zrt (Hungary), William HILL Spain, Marca (Spain), Pronosticos (Mexico), Polla Chilena (Chile), MGM Resorts (US).

Before joining Lottomatica, GTECH and IGT, Ludovico spent 8 years as a strategy consultant working for Sisal Spa (Italy), guiding successfully the Italian regulator in the definition and implementation of the national legal and regulatory betting framework and creating a betting division within Sisal SpA.

Earlier in his career, Ludovico worked as Operations Manager at William HILL Plc (UK) delivering the startup and growth of the International Betting Division which led to the launch of William HILL spread betting venture – William HILL Index.

Ludovico studied Business and Finance at the University of West London, former Thames Valley University, London (UK).

Richard Cheung


Executive Director, Customer and International Business Development – The Hong Kong Jockey Club

As an Executive Directors of The Hong Kong Jockey Club since 2010, Richard Cheung leads the Customer and International Business Development Division which is responsible for all the wagering operations, customer segment experience, channel and marketing with over 1,200 full and 10,000 part-time employees.

Richard is also responsible for overseas development of HKJC’s racing betting business in over 10 jurisdictions.

Other responsibilities of Richard include the racecourse re-development project on the property side, as well as HKJC’s Sports Lottery cooperation with the Ministry of Sports in China.

Richard has an MBA from Harvard Business School where he graduated as Baker Scholar.

Younes El Mechrafi


CEO – La Marocaine des Jeux et des Sports


Younes El Mechrafi, born in 1965 in Rabat, holds a master’s degree in Computer Science Applied to Business Management and a diploma of Higher Specialized Studies in Computer Engineering from Université de Lille in France.

He began his career as a professor and researcher within a unit of the National Scientific Research Council at Université de Valenciennes in France.

Back in Morocco, he was appointed General Manager of SOMAV, a company operating in the agro-industry field. Then, he founded CONCIS, a computer engineering services company, which counts among its customers important state prescribers.

In 2003, he was appointed Special Advisor to the Minister of Justice in charge of new technologies and modernization. The e-Justice project received a distinction awarded to the most performing public administrations.

In 2006, he held the position of General Manager of an IT services company, Archos Conseil, a subsidiary of ONA group, the most important Moroccan private group.
Since 16 November 2009, Younes El Mechrafi is the CEO of la Marocaine des Jeux et des Sports (MDJS), a state lottery that finances the Moroccan sports.

Since March 2014, he is General Secretary of the African Lotteries Association and has been reelected in 2016.
He is elected member of the World Lottery Association’s executive committee since June 2014.
Since January 2015 he is elected member of the executive committee and Secretary of GLMS (Global Lottery Monitoring System).

David B. Gale


Executive Director – North American Association of State and Provincial Lotteries (NASPL)

David B. Gale has been the Executive Director of the North American Association of State and Provincial Lotteries (NASPL) since March, 1995. He has been an active member of the Lottery Industry for over 28 years and has participated in both the public and private sectors. Gale is a graduate of Kent State University, with a BS degree in English. His lottery industry experience began with serving as Director of Marketing for the Ohio Lottery where he was instrumental in the development of the first lottery TV game show, Cash Explosion.

In the private sector, Gale served as Vice President of Marketing and General Manager of the British American Banknote (BABN) Pennsylvania printing facility, where he oversaw the complete instant ticket printing process for the company’s North American lottery clients. While at BABN, Gale participated in the 1987 start-up of the Kansas Lottery. After leaving BABN Gale became Vice President and General Manager of MDI.

Since assuming the role as NASPL Executive Director, Gale has successfully added a long list of accomplishments including advocating for the industry while offering congressional testimony, publishing, conference and trade show coordination, industry leading research, standards and best practices, and day-to-day membership activities.

Rebecca Hargrove


President and CEO, Tennessee Education Lottery Corporation

Rebecca Paul Hargrove has served in leadership roles in the lottery industry for more than 30 years, including as Chief Executive of the Illinois, Florida, Georgia, and Tennessee lotteries. In three of those four states she led the start-up and remains one of the most respected, experienced leaders in the field.

Following a successful statewide referendum to create the Tennessee Education Lottery Corporation, the founding Board of Directors recruited Rebecca in 2003 to serve as its Chief Executive Officer. Under her leadership, the Lottery launched three weeks ahead of schedule, netting an additional $30 million for education than was anticipated. Since then, the Tennessee Lottery has seen growth every year, thought to be a U.S. record.

Rebecca’s resume includes a long list of lottery industry, business and civic accomplishments, honors and awards. She is the current Senior Vice President of the World Lottery Association and Chair of its Corporate Social Responsibility Committee, and she is the founding Chair of Women’s Initiative in Lottery Leadership. Rebecca has served as President and/or Chair of all offices of the North American Association of State and Provincial Lotteries and the Multi-State Lottery Association, and President of the international industry organization A.I.L.E. She was one of the first inductees to the Lottery Industry Hall of Fame, was awarded the Major Peter J. O’Connell Lottery Industry Lifetime Achievement Award by Public Gaming Research Institute, and was named one of The Tennessean newspaper’s Tennesseans of the Year. Throughout her career, Rebecca has served on a variety of boards and continues to support many causes.

Ms. Hargrove holds a bachelor’s degree and a master’s degree in Education from Butler University and is a native of Indiana who now calls Tennessee home.

Hansjörg Höltkemeier


President of European Lotteries Association & CEO of Deutsche Klassenlotterie Berlin

Hansjörg Höltkemeier has been, since 2005, a Member of the Board of Deutsche Klassenlotterie Berlin (DKLB). He is focusing on strategy with marketing, sales and information-technology.

Since 2009 Hansjörg has been a Member of the EL Executive Committee and, since June 8th 2015, Hansjörg is elected as President of European Lotteries.

Before joining the lotteries, Hansjörg worked in several positions in the consulting and the IT-industry.

Within his career in the lotteries, Hansjörg Höltkemeier is a driver for strategy, innovation and adoption of new technologies. As a founder of “institute of electronic business (IEB) at a Berlin University in 2004, he is also an expert in digitalization and disruptive business models.

As President of EL, he drives forces to adopt the changes in the world of lotteries and gambling and to redesign strategy for this association. He intensifies and modifies interaction and is mostly looking to give added value to the members, while he is increasing visibility to stakeholders in Brussels but also – on request of the lotteries in the region – in the member-states. Fight against illegal competition is one of his core-projects.

Rose J. Hudson


President/CEO – Louisiana Lottery Corporation

Celebrating her 12th year as President/CEO of the Louisiana Lottery Corporation, Rose J. Hudson continues to grow contributions for state K-12 education, recently earning Public Gaming Research Institute’s 2015 Sharon Sharp “Good Causes” Award for having the highest percentage increase in net funds transferred to its beneficiary. Sales have skyrocketed during Hudson’s tenure with 2018 ranking as the third best on the books.

Under her leadership, Louisiana was the first lottery in the U.S. to receive industry verification of its quality assurance processes. Hudson recently completed her term as President of the North American Association of State and Provincial Lotteries (NASPL), having previously served as its Treasurer, Secretary and Region II Director.  In addition, she previously served as president of the Multi-State Lottery Association, (MUSL) where she also chaired its Powerball Game Group. She holds a degree in Urban Studies and Public Policy as well as a Master’s in Public Administration and is a Senior Certified Professional in Human Resource Management.

Peter Ivankay


Project Manager – UBS Wealth Management Innovation Lab

Peter Ivankay manages innovation projects within the Global Wealth Management division of UBS. His projects are focused on Blockchain, Digital Identity, and AI. Peter is also spearheading educational initiatives and client engagements around Cryptocurrencies and Blockchain technology within the organization.

Prior to joining UBS, he was involved in the research of distributed ledger technologies and a seasoned speaker on the topic. Previously, he worked in the corporate finance advisory departments of Deloitte and the KBC Group.

Peter Ivankay holds a Masters Degree in Banking and Finance from the University of St. Gallen, where he completed part of his studies in Digital Business at the IE Business School in Madrid. He also holds a BSc in Applied Economics.

Isabelle Jean


President of Lottery Operations and Vice President of Public Affairs - Loto Québec

Graduating with a master’s in public communications from Université Laval in 1999, Isabelle Jean immediately started her career with the Government of Québec. In 2012, she joined Loto Québec as Director of Internal and Strategic Communications. In September 2014, she was appointed Vice President, Corporate Strategy and Public Affairs. A few months later, in October 2015, a new unit focusing on strategic business intelligence and innovation was created under her leadership, and Isabelle Jean was named Vice President, Corporate Strategy, Innovation and Public Affairs. Since August 2016, Ms. Jean occupies the posts of President of Lottery Operations and Vice President of Public Affairs.

Andreas Kötter


CEO of WestLotto

As CEO of the biggest German lottery operator WestLotto, Andreas Kötter oversees the departments of all divisions of sales and marketing incl. shop based distribution and Online/Mobile, Product Innovation and Responsible Gaming. He is also Chairman of the Pan-European Lottery Eurojackpot, with 33 companies from 18 nations.

Born in Münster, Andreas Kötter had a career encompassing different institutions such as Stadtsparkasse Münster, WestLB AG and NRW.BANK. Before joining WestLotto, he was head of division for central product management at NRW.BANK and has thus more than 25 years of expertise in the banking sector. He holds mandates in several institutions, so he is member of the “Initiativkreis Ruhr”, one of the leading economic alliances in Germany, and member of the general meeting of the Chamber of Commerce of Northern Westphalia.

Andreas Kötter is married and has two adult children.

Abhishek Kumbhat


Head of Technology and Innovation – Skilrock Technologies

Mr. Kumbhat, a technology enthusiast and researcher, has been instrumental in product conceptualization, solution designing and software architecture for Lottery and Gaming industry; over more than 14 years.  He has led the design and delivery teams responsible for technology solutions for Sugal & Damani Group as well as numerous National & State Lotteries, Private Lotteries and Gaming operators across the globe.
 
Having a diversified academics, he holds a Bachelors & Masters in Engineering along with Law and Management Graduation. A number of research papers and patents are accredited to his name. His interest lies in product & business model innovation and technology start-ups.

Dato Lawrence Lim Swee Lin


CEO – Magnum Group of Companies

Dato Lawrence Lim Swee Lin is the CEO of the Magnum Group of Companies. He joined Magnum in 2000 bringing with him experiences and leadership skills from his previous roles in the financial, manufacturing and property investment industries.

Magnum is the pioneer and market leader in the 4Digit number games in Malaysia. Magnum is the first private Organisation to be awarded the license by the Malaysian Government to operate the 4Digits game in 1969.

The 4Digit game is a popular numbers forecast, fixed-odd game in Malaysia. Its popularity and familiarity has become ingrained into the social fabric of the community.

To date, Magnum has introduced 3 other games to address the aspirations of the younger players’ needs and also to be competitive to attract players from the illegal operators.

In 2012, Magnum attained WLA’s Level 2 Responsible Gaming certification and in November 2013 attained the WLA Security Control Standards certification, being the first Lottery organisation in ASIA to achieve this.

Dato Lawrence Lim has been a member of the APLA Executive Committee since 2007 and at the APLA AGM on 16 October 2014, Dato Lawrence Lim was elected as the Chairman of APLA.

Mariana Loizaga


Gambling Behaviour Manager – Lottery of the City of Buenos Aires

Mariana Loizaga graduated from the University of Buenos Aires (UBA) with a B.S in Psychology in 2006. She completed her specialization in Mental Health Psychiatry at the Bernardino Rivadavia General Hospital from 2008 to 2013, where she worked with groups of pathological players.

In 2011 she completed an internship at “Ackerman Institute for the Family of New York”, and in 2015 finished postgraduate studies at Dementia Clinic in the Hospital Italiano de Buenos Aires.

Before starting working for public organizations in 2011, she worked in neurocognitive evaluations in her private practice and for the Dharma Clinic of mental health. In 2012, she was a speaker at the “XVI NATIONAL PSYCHODIAGNOSTIC CONGRESS”, of A.D.E.I.P.

Mariana worked at the Buenos Aires City Gaming Institute, as General Coordinator from December 2015 to June 2017. During that period, she led the team that developed the strategy and structure of the responsible gaming guidelines for Lotería de la Ciudad de Buenos Aires, where she was designated as Responsible Gaming Manager, position she currently holds.

Since then, Lotería de la Ciudad has implemented a prevention program for pathological players and their families, which includes a toll free line to help and refer them for treatment, research, and a self-exclusion registry, among many other activities for the community.

Jean-Baptiste Maupas-Oudinot


New Business & New Customers Director – FDJ

Jean-Baptiste has a 12 years’ experience in the lottery business, he joined FDJ in 2006 working on marketing, he especially designed and launched FDJ best seller scratch game “Cash” with more than 2 billion € sales per year. With a strong background on innovation strategies, Jean-Baptiste contributed to build an innovation approach at FDJ working on culture, organization, process and digital technologies.

In 2017, he was appointed New Business & New Customers Director, setting up a new unit dedicated on developing new business in the lottery and gaming industry and focused on attracting new customers. Jean-Baptiste responsibilities includes modernizing lottery digital games and services, setting up new line of business, creating new offers from glambling to gaming.

Charles McIntyre


Executive Director - New Hampshire Lottery

Charles McIntyre, the Executive Director of the New Hampshire Lottery, and past President of the North American State and Provincial Lotteries (NASPL); formerly the Assistant Executive Director and General Counsel for the Massachusetts State Lottery, from 2003-2010. Before joining the Massachusetts Lottery in 2003, McIntyre was a Senior Prosecutor in Massachusetts, specializing in organized crime.

McIntyre, 42, received his undergraduate degree from Connecticut College and his law degree from Suffolk University.

McIntyre lives in Concord NH, with his wife, Erin and two sons. He is also a former competitive triathlete, completing three Iron Man triathlons including the 2006 Ironman World Championship in Kona, Hawaii.

Dr. Lea Meyer


Director Polaris Strategic Foresight

As a specialist in performance and public management, Dr. Meyer focuses on regulation, organization’s strategic choices, and performance management. Through her consultancy, Polaris – strategic foresight, Dr. Meyer serves organizations by helping them to rethink their strategic objectives and operational activities and linking them to the regulatory environment. Dr. Meyer also developed a unique tool, which encompasses ten different indicators and captures the regulatory intensity in which an organization operates. Her research identifies the benefit of a global approach to the analysis of the regulatory environment. She assists regulators and operators in improving their understanding of these links and in addressing the impact of a regulation on the management of companies. Further, she conducts research on emerging issues such as new technologies and how they affect regulation and public management. Dr. Meyer also lectures at the University of Lausanne in Switzerland and works as a Regulation and Compliance Officer at Loterie Romande in Switzerland.

Dr. Meyer obtained her PhD in Public Management from the University of Lausanne (Swiss Graduate School of Public Administration IDHEAP) in 2013. She also holds a Master’s Degree in International Relations from the Graduate Institute of International and Development Studies in Geneva. From 2008 until 2013, she was a key researcher in a lottery-funded project that focused on gambling regulation. In 2013, Dr. Meyer was a visiting scholar at Colombia University’s School of International and Public Affairs in New York City. Between 2014 and 2017, Lea Meyer worked as an evaluator and project manager for the parliamentary oversight in Switzerland. Dr. Meyer has made a series of academic contributions and published a book on “The influence of the regulatory environment on organizational performance – the example of the sports betting and lottery sectors”.

Jean-Luc Moner-Banet


WLA President; and CEO Société de la Loterie de la Suisse Romande

Jean-Luc Moner-Banet is CEO of Société de la Loterie de la Suisse Romande, one of the two state authorized lotteries in Switzerland. Loterie Romande, which operates in the French-speaking cantons of Switzerland, enjoys an annual sales turnover of CHF 1.6 billion (CHF 378 million in gross gaming revenue) and employs 230 people directly. After joining Loterie Romande in 1998, Mr. Moner-Banet was appointed Deputy Director General in 2001, rising to his present position in 2007. Prior to serving at Loterie Romande, he spent a decade working in sales and marketing roles for a variety of gaming industry suppliers, including a stint as Business Development Director for Europe at GTECH Corporation.

Beyond his responsibilities as CEO of Loterie Romande, Mr. Moner-Banet has contributed extensively in the service of the world lottery community. In particular, Mr. Moner-Banet has served as President of the World Lottery Association (WLA) since 2012. Since 2008 he has been a member of the WLA Executive Committee, and from 2009–2012 he was a member of the Executive Committee of the European Lotteries Association (EL). He also acted as Chairman of the Sports Committee of the EL from 2011–2012.

Mr. Moner-Banet holds a Master’s degree in Public Administration from the University of Lausanne, Switzerland, with a focus on studies in Swiss and European politics and public administration.

Anne Pattberg


Managing Director – PB Consulting GmbH,
Chair of the WLA Independent Assessment Panel for Responsible Gaming


Anne Pattberg is a long-time sustainability professional with broad experience and a record of successful cooperation with the lottery industry. From 2006 to 2011 she headed the sustainability department at Camelot Group plc, reporting direct to CEO Dianne Thompson. During that time she was also Chair of the European Lotteries Working Group on Responsible Gaming, and was instrumental in the development of both the WLA Responsible Gaming Framework and the EL Responsible Gaming Standard. After Camelot Anne worked for a number of years in a senior position at PwC Germany where she has advised DAX 30 and SME’s on sustainability issues and conducted a variety of assurance projects, also for many German lotteries. Since 2015 she owns her own Business PB Consulting GmbH and is continuously working with some of Germany’s largest companies on sustainability strategy, supply chain management topics, non-financial reporting etc. alongside her work as a chair for the WLA RG IAP.

Lynne Roiter


Secretary General – World Lottery Association

A 30 year veteran, Lynne has been a valuable contributor to the lottery industry.

She obtained her law degree from Laval University and has been a member of the Quebec Bar since 1972. After several years in private practice and as Corporate Secretary and Director Legal Services for the Quebec Automobile Insurance Board, she joined Loto-Québec in 1985 as Director of legal services.

In 1996, she was named Secretary General and Vice-President Legal Group served in that capacity until August 2016 when she was named President and CEO of Loto-Québec. She is the first woman to hold this position and the first internal nomination. In her various roles at Loto-Québec, she played an instrumental role in establishing the legal and reglementary framework that permitted LQ to diversify its gaming activities, from lotteries to lottery videos, to casinos and resort hotels, to satellite bingo, as well as various joint ventures with amongst Accor Hotels and The Fonds de solidarité.

She is also a Board member of the Interprovincial Lottery Corporation, acting as Chairman for 5 terms.

Finally Lynne is the Secretary General of the World Lottery Association which regroups some 150 lotteries corporations from all 5 continents.

Thanks to her position at Loto-Quebec and WLA, Lynne has built bridges between continents, solidified by her experience and knowledge of all sectors. Even after 30 years in the industry, Lynne continues to be excited by the many challenges of our industry and her enthusiasm is contagious.

Carmine Tufano


Head of IT Architectures – Lottomatica

In November 2012, Carmine Tufano joined Lottomatica as responsible of ICT Security Compliance, ensuring the availability of security solutions and process, protecting services, customers, data and assets, and guarantying the compliance to IT security rules and legislations. From the 2015 until 2018 he has been the Head of ICT Governance & Digital Transformation managing the initiatives and solutions across IT, delivering Innovation through digital platforms and services, digitalizing and innovating internal and business processes, and ensuring the IT Compliance. In 2017, he acted also as Head of ICT Security, guarantying security compliance and certification, delivering cyber-security solutions and processes for infrastructure and application protection, managing fraud detection and prevention. As of march 2018 he has been leading architecture organizations ensuring digital transformation, shaping the strategy and designing the IT Architecture, delivering, maintaining, and continuously improving and innovating infrastructure services.

Before working at Lottomatica, Tufano worked for Accenture from 2006 to 2012 where he held several positions with increasing responsibility in IT strategy, data center technology and operations and cloud transformation. Tufano has a Master's Degree and a (BSC) First Degree in Computer Science from the University of Salerno.

Sue van der Merwe


Managing Director Lotteries & KenoTabcorp

Sue van der Merwe is the Managing Director – Lotteries & Keno at Tabcorp, Australia’s leading gambling-led entertainment company, listed on the Australian Securities Exchange (ASX).

Prior to this role, Sue was Chief Operating Officer – Lotteries at Tatts Group. Since Tabcorp merged with Tatts Group in December 2017, Sue has played a crucial role in integrating the two businesses and identifying future growth opportunities.

Sue has more than 27 years’ experience in the lottery industry having first started her career marketing lottery games in 1990. During this time, she has held key management positions and played an integral role in the successful development of the lottery industry in Australia.

Today, she oversees the expansion of Tabcorp’s Lotteries & Keno division, which now operates in seven of the eight Australian lottery jurisdictions, generating sales turnover of more than AUD$5 billion. She leads a team of more than 200 people that operates and markets Australia’s official lotteries through a range of traditional and online retail channels.

Sue is committed to growing Tabcorp’s portfolio of lottery games in order to drive profitable revenue growth and sustainable long-term success.

Sue holds a Bachelor of Social Science, Marketing and Economics, and is an Executive Committee Member of the Asia Pacific Lottery Association. She was inducted into the Public Gaming Research Institute’s (PGRI) Lottery Industry Hall of Fame in 2016, recognising her contribution to world lottery excellence and integrity.

Silvio Orestes Vivas


President - Institute of Financial Aid to Social Action 

The accountant Silvio Orestes Vivas, in his 48 years of age, and with a vast experience in the gaming industry, in November 2017 he was elected in the charge of President of the Institute of Financial Aid to Social Action, in Spanish Instituto de Ayuda Financiera a la Accion Social, of Entre Ríos, after being the General Manager of the institution for 9 years.

He begins his career in the state area in the Government of the province of Buenos Aires as Adviser in the Secretary of Press and Dissemination.

To that experience, he adds his labor as General Coordinator of Advertising in the Provincial Lottery and Casinos Institute of Buenos Aires for 3 years, and as Provincial Director of Games and Exploitation in the same institution for 4 years.

Apart from this, Silvio Vivas chairs the Marketing Commission of ALEA and integrates the Community of Products of CIBELAE.

In his current management, he has focused on developing objectives based on the optimization of resources, the maintenance and increase of instances of staff training, the maintenance and expansion of certified circuits in management systems, the deepening of Social Responsibility and Social actions and Institutional Strengthening.

Jennifer Westbury


Executive Vice President, Sales & Customer Development - Pollard Banknote

Jennifer Westbury provides the vision for marketing our products and managing relationships with our clients. She has been at the forefront of Pollard Banknote’s tenfold growth during her more than 27 years with the company. With this experience, she provides strategic direction and leadership for our company and our clients.

Jennifer’s scope of responsibilities includes overseeing our worldwide lottery accounts. Her experience in working with clients around the globe, from startup to mature well-established lotteries, including some of the world’s most successful lotteries is unmatched. She has direct hands on experience in helping lotteries drive growth in generating money for good causes—whether that is in strategic management of existing instant portfolios, or the introduction of new and innovative products. Her induction in the PGRI Lottery Hall of Fame in 2012 is evidence of the exceptionally high regard in which she is held in the industry. Her approach is a hands-on customized approach to each lottery based on a clear understanding of their market dynamics, players, and opportunities.

Whether developing winning strategies, launching new products and services, or optimizing the positioning of established products, Jennifer’s drive for developing innovative strategies to cultivate lottery sales and net profits and the expansion of new products and solutions has contributed to the success of our customers across the globe.

Prior to joining Pollard Banknote, Jennifer held prominent positions with Booz Allen & Hamilton and with Ernst & Young. She graduated from Rice University in Houston, Texas with Bachelor of Arts and Master of Business Administration degrees. Jennifer also studied at Oxford University in England.

Gilbert Wong


Vice President – AGTech Holdings Limited

Gilbert Wong presently serves as Vice President of AGTech, an integrated lottery service provider and Alibaba Group’s exclusive lottery platform. Aligning with the group’s new retail initiatives, he is responsible for the company’s latest sports and lottery development to provide consumers with a digital gaming experience.

Gilbert has been serving in the lottery and gaming industry for over 15 years, having worked closely with leading operators throughout Asia. Previously with the Hong Kong Jockey Club, he held management positions within the football division, in addition to consultancy collaborations with lottery operators in Singapore, the Republic of Korea, Taiwan, and China.

Gilbert graduated from the University of Toronto, Canada, and is a passionate sports fan.
